The National Dental Commission (NDC) has issued an advisory directing its officers and employees to maintain integrity, impartiality and transparency in their official duties and avoid accepting gifts or benefits from individuals and organisations that have official dealings with the Commission. The advisory aims to strengthen ethical governance and prevent potential conflicts of interest.

According to the circular, NDC officers and employees must not solicit or accept gifts, presents, favours or other benefits from individuals, institutions, companies or entities that have, or are likely to have, official dealings with the Commission, except where permitted under applicable conduct rules. Gifts offered during festivals such as Diwali, Christmas and New Year by regulated entities, dental institutions, manufacturers, suppliers and service providers have also been specifically addressed.

The Commission has highlighted the need for particular caution in matters involving recognition and assessment of dental institutions, inspections, permissions, registration, procurement, tenders, appointments, examinations and other regulatory or administrative decisions. Gifts or hospitality that could influence, or appear to influence, the impartial performance of official responsibilities should not be accepted.

The advisory also asks officers and employees to avoid lavish or inappropriate hospitality, complimentary services, travel, accommodation and other financial benefits offered by entities with which they have official dealings, unless these are specifically permitted under applicable rules and duly authorised. If a gift is received inadvertently or cannot reasonably be refused, the recipient must promptly report it to the competent authority for appropriate directions.

Heads of divisions and supervisory officers have been asked to communicate the advisory to personnel under their supervision and ensure compliance. The circular further states that officials must not use their positions to obtain gifts, favours or undue advantages for themselves or their family members. Any uncertainty about whether a gift may be accepted should be referred to the competent authority wherever practicable.

The advisory, signed by NDC Chairperson Dr. Sanjay Tewari, refers to earlier communications from the Central Vigilance Commission and the Department of Public Enterprises concerning gifts presented to government officials. It is to be read alongside the applicable conduct rules and other Government of India instructions.
